House Bill 705- An ACT relating to the taxation of aircraft.
Status as of 3.3.08: HB 705(BR-2293): to Appropriations & Revenue
(H).
Aviation in our great Commonwealth needs to
start taking the steps to successfully reduce or repeal aircraft taxes.
It is imperative that we show our support for a House Bill that makes
aircraft taxation friendlier. Please help inform our
legislators that we believe in general aviation all across Kentucky.

Top Three Reasons we support a friendlier aircraft taxation:
1. Kentucky needs to offer more incentives to
aircraft owners to base their planes at Kentucky airports – a Bill of
this type would help offer this as one incentive by repealing an excessive property tax at
the local level.
2. Kentucky airports will continue to grow their businesses --
increasing revenue from the aircraft hanger fees, fuel sales, and
maintenance, just to name a few – a Bill that is friendlier toward
aircraft taxation indirectly offers this growth.
3. Kentucky communities that surround airports will see a positive
impact in their local economies – planes bring people to and through our
state – people, in turn, spend money in these communities, raise
families and send children to schools in these communities, work in
these comminutes – all because an aircraft is based at a local airfield.
Undoubtedly, more monies will be generated by all of these additions.
Looking at the BIG picture, Kentucky’s aviation industry employs more
than 100,000 Kentuckians earning over $2 billion and creating an
economic impact of more than $7 billion annually -- Keep aircraft in
Kentucky by repealing excessive taxes!

Airport Manager of the Bowling Green-Warren Co. Regional Airport
“The reality is these aircrafts are generating jobs, such as line
technicians and pilots. These aircraft owners are an asset to a
community,” Barnett said. “They lease hangar space, purchase fuel
... so we have to find ways to offer incentives to keep them here
and attract new aircrafts to our airport."

The KAA Board motioned in the January 2008
meeting to pass a Resolution to defend the KDA's current status as a
‘department’ and to maintain its current level of funding to continue
advancing aviation to the highest degree. To date, Governor Beshear and
Transportation Secretary Prather have kept the entire Department in
place.

This was distributed at the 2007 Conference and/or mailed to your
airport in October 2007.
These statutes were last updated: June 26, 2007. This is a vital resource for Airports and Airport Board members.
This publication contains the Sections that are currently in force.
Sections include: Aeronautics; Local Air Boards; Airport Loans;
Acquisition of Airport Facilities; Bonds; Airport Development; Airport
Zoning; Airport Safety and Security; & Penalties. Note: All repealed
sections have been excluded.
